There has always been uncertainty involved in booking a non-Home resort 7 months prior to arrival.  With owners at each property having 4 months' priority to secure reservations, high demand resorts, views and villa sizes have a tendency to be at-or-near full occupancy before non-owners can book.  

Adding more members to the program would seem to place more pressure on select high-demand locations...but adding new high-demand resort options (like the Grand Floridian) could also help reduce the strain on some resorts.
