A measure approved by the states of New York, New Jersey and Connecticut requires travelers entering the state from most Disney Vacation Club destinations to quarantine for 14 days.

Due to the recent surge of COVID-19 cases in areas of the U.S., the governors of the 3 northeast states are requiring a 14-day quarantine for anyone entering their state from a designated hot zone. Included are the states of Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Texas, Utah and Washington.
Thirteen of the fifteen Disney Vacation Club resorts are located in Florida and South Carolina. Included are all of the Walt Disney World resorts along with Disney's Vero Beach Resort and Disney's Hilton Head Island Resort.
The states are using a standard of 10 cases per 100,000 residents, or testing positivity rate of greater than 10%, as threshold for instituting a quarantine. It will be reevaluated on a 7-day rolling average. States will be added and removed from the quarantine list as they fall in or out of compliance.
Travel to impacted states will not be prohibited, however upon return to the tri state area, individuals will be required to self-quarantine for 14 days. Enforcement measures have not been detailed. However, during a press conference New York Governor Andrew Cuomo stated that violators could be identified by coworkers or hotel clerks, or during police traffic stops. Fines for non-compliance may range from $2000-10,000.
More than 48,000 residents of the three states combined have died due to COVID-19; nearly 40% of all fatalities in the U.S.
In recent weeks, Florida has seen a dramatic rise in the number of COVID-19 cases. On Wednesday. Florida reported more than 5500 new cases in the past 24 hours. In early June, daily numbers had dropped as low as 617 cases. Officials have correctly pointed out that some of the increase is attributable to higher testing capacity. However, the positivity rate has also risen.
The Vero Beach and Hilton Head DVC resorts reopened on June 15. Most DVC properties at Walt Disney World resumed operations on June 22. The Florida theme parks are scheduled to begin hosting guests on July 11.
