Annual Dues paid by members are used to fund the day-to-day operations at each resort and to pay for periodic room maintenance and upgrades. As such, there is a trade off between the fees that members pay and the condition of the Disney Vacation Club villas.
Costly upgrades--like adding new sofabeds and flat panel TVs to villas--are often spread over many years in order to ease the financial burden imposed members. Overall villa cleanliness and maintenace condition could certainly be improved if members were willing increase their dues contributions.
