Are you confusing the fact that a timeshare developer must retain 2% for itself and that it cannot sell more than 98% to the general public?

SSR, Vero Beach, Hilton Head, and Old Key West are all 100% stand alone DVC resorts with no sections that belong to the public. BLT, PVB, and Boulder Ridge are self contained DVC resorts that are located adjacent to cash resorts, but even they are legally separate properties that function independently from the cash resorts.

Disney can do whatever it wants with the 2% that it is required to own at each DVC resort. It can use it for marketing purposes but it usually rents the rooms out to guests. However, it is under no obligation to do so.
