    Management teams are different at DL and WDW so I wouldn't view this as signs of a policy shift. WDW has about 12 times as many hotel rooms. Can't really see them giving such a benefit to so many more people. They could limit it to just guests at certain hotels (like Deluxe, DVC, etc.) but that's introducing a class system which Disney has avoided with FP thus far.

    DL is creating a temporary FP queue at Ariel's Undersea Adventure for this FP offering so that should draw some of the capacity. And it's already been announced as a limited time offer.

    In many ways, I don't think it's any different than last summer when they let hotel guests get World of Color FASTPASSES 30-60 minutes before all other park guests.

    Universal Express is free to guests at their three hotels. Other guests can pay a daily fee.

    From universalorlando.com's onsite hotel perks...

    "Universal Express SM ride access* to skip the regular lines in both theme parks - a FREE benefit worth up to $87 per person, per day^ (valid theme park admission required)"

    If I'm understanding Universal's policy correctly, it's free to onsite hotels. Offsite guests can get it, but it costs $87 per person, per day.

    If Disney did something like this, I know a few people who would move from offsite timeshare rentals to staying onsite.
