Default Top of the World Lounge Access for Golden Oak

While my family is nowhere close to having the target net worth of a Golden Oak buyer, I am on their mailing list (in case we ever hit the lottery). Last week I got the 2018 benefits packet and it includes access to the Top of the World Lounge (and DVC lounge at EPCOT, for that matter). My question is, since DVC dues presumably paid for the construction and now upkeep of these lounges, is it safe to assume that Golden Oak somehow reimburses DVC when their members access these facilities?

The Top of the World Lounge is a commercial unit and is not paid for and maintained by BLT dues. It is owned by DVC. Wasn't there something about members being able to dine at the Golden Oak Restaurant?

The space used for the TOTWL & the Cove Bar are owned by the BLT Condo Association.

It is still a commercial unit, and the BLT dues do not maintain it nor does the association make money off of it.
