Rooms during our many DVC stays have always been ready by check-in time (4pm) or earlier and have always been clean. I value cleanliness and room type much more than check-in time.
The resorts too - not just the theme parks- are the reason we became DVC members.

The only time I have come across this was my most recent trip to Disneyland. Some former classmates and I got a one bedroom villa at the Grand Californian. While 95% of the villa was clean, there was a thick layer of dust on the nightstand in the corner of the room (and looked to be more than a weeks worth of dust). Just a damp paper towel took care of the issue, but it seemed that they maybe overlooked this on a regular basis as I assume it is rarely used.

In 10 years of ownership, we've only only had one cleanliness issue. And that wasn't a biggie at all. I noticed that in between the slats of the wicker chair was all dusty. I didn't even notice until about the fourth day, and only because the sun was hitting the wicker chair just right. Housekeeping was right outside my room, so I pointed it out to her and mentioned that they might want to fix it after my stay (after all, I'd already lived with it for a couple days) Herreaction made me kind of wish I'd just left a note. She was so apologetic and offered to move me to another room. Even though I smiled and said it was just fine, she insisted on coming in after I left for the day and did a thorough cleaning. What a wonderful smell I came back to, and a made bed! That instance made me think they really don't want the guests to have anything less than spotless rooms.

I have to admit in our short period of being DVC members we really haven't had any problems with our room being cleaned. We have had to call about different items needing repairs, some that housekeeping could have noticed, if they had turned on a light or used a phone. But I wouldn't expect that would be necessary to do either to clean a room. The worse was a leaking bathroom faucet at VWL. I noticed it when I walked on the carpet with only my socks on. Again I don't see how housekeeping would have noticed the leak since the CM doesn't walk around barefoot. There was no visible leak on the faucet itself. The carpet was dry vac'd and the faucet was replaced while we were at the park that afternoon/evening. There was a misunderstanding about the dry vacuuming of the carpet at first because a CM from housekeeping came in with a regular vacuum at first. I showed her how wet the carpet was before she understood that her vacuum wouldn't work.

We've been fortunate and I would say that generally things have been good. However, we've commented to them that they need to clean behind the beds. Last few times, it's been pretty disgusting there. I know it's not part of the main part, but for those that suffer allergies, there is least a perceived problem when there are piles of dust bunnies and filth behind the beds.

Acceptable Maintenance at Disney Resorts –

I must say that in the three years that i have used DVC our room was not ready due to the fact that we always get their way before check in time ,so what do we do we check our bags check in at the desk and we go to the parks to start having fun and the front desk just sends me a text when our room is ready and we go and get our bags settled in , and the issues that we did have were taken care of immediately (bed not made and air conditioner not working ) so i will say that Disney is on top of things . In fact my most recent trip which was this past june we got a knock at the door and it was a maintenance worker letting us know that their was an issue with the drain in the bathroom which i was not aware of and he had asked if it was ok that he come in and fix it so we said sure and while we were out their was another worker that had changed the filters on the a/c unit . So again they were on top of things .

The "problems" we encountered were very ( very ) minor .. and always corrected within minutes.
As for the check-in time, it depends on the day of the week you get there ( any resort ) ..
The weekends are always "crunch time" for the maintenance staff -- and the front desk has to wait until rooms are released .. If I have to wait, I go for a quick sandwich and relax from the long drive.
There is no reason to get "angry" at the Happiest Place on Earth !!

Gladly sacrifice a few minutes of check in time for a totally cleaned room. Clean is the top priority. Anything less is not WDW standard.

Got to admit, I'm really against guest's storing their hair in the fridge.
I don't recall ever getting a dirty room, but have had many where not all the toiletries or coffee setups were left.
But what bugs me more than that are the things that need fixing that previous guests never report to Maintenance. Mousekeeping really isn't looking for these problems, they have a set pattern of things they need to get done. Even if you spot a problem but don't want maintenance coming in your room, at least tell them when you check out. Give them a couple hours to fix a hinge, replace a bulb or put batteries back in the remote.
