    Actually luggage cart usage is one of my peeves. I am always angry when I see one left in a hallway for SOMEONE else to take back to the front desk. If Disney was to just lend out carts, they'd have to keep staff on hand just to do nothing but retrieve carts. Then people would complain about their dues increasing. At least with bellhops and policies, it is up to the individual to either tip or bring it up themselves.

    BTW, I've had family that wanted to keep the cart in their room overnight so they wouldn't have to hunt it down in the morning. They got an earful from me that is for sure.

    Sounds good in theory, but being they allow luggage carts to be used by guests at the values I don't think that's the case. I think it's more what others have posted, deluxe resorts don't allow it because guests would just leave them all over the place and it "looks bad".

    Actually I think it's because Disney is paying a contractor to man Bell Services and the contractor owns or rents the the equipment from Disney. So the contractor says the equipment is for the use of our employees only. It just a matter of income for the contractor. What advantage is it to the contractor to allow guests to use the luggage carts for free? None that I can see.

    The only time we need a luggage cart is when we drive and I have decided since the last experience at BLT that I am going to pack a collapsable luggage cart. Any time we use Bell Services we always pick our stuff up from their service desk because I don't like being marooned in my room waiting for the guys to show - been there and done that. I kinda like the ME service where they just place it in your room and you don't have to be there. Why do we have to be there??

    It's also been my experience that luggage carts are not available for guests to use & I've stayed at all the DVCs except BLT. It's a little annoying but I can see where they are coming from. Not all guests are as conscientious as they should should be. I can see where some guests would just leave the cart where ever they felt like it & then when bell services needs one to assist another guest one is not available. It's just one of those little Disney quirks we all have to deal with.

    I do not believe that bell services was outsourced. Valet parking was. Bell services at VALUE resorts was...mostly because it's just an extension of DME. Values don't have full service bell services so Disney ended up contracting with the DME luggage collection contractor (named BAGS) to just deliver to rooms.

    At other resorts Bell Sevices CMs are still employed by Disney AFAIK.
