This is one of my pet peeves with our resorts. NO LUGGAGE CARTS !!! We can't even borrow one from the parent resort (BC, WL, CR ).

Using luggage carts when you get to a resort –

How do you unload your luggage from the car and get it to your room at the various WDW DVC resorts? I was just reading on another forum how someone at BWV couldn't pull up in front and unload their stuff onto a luggage cart. The only place we've ever faced this situation is at Hilton Head, and maybe because they don't have bell services, we just grab a luggage cart near the elevator (since we're in 1 BRs, we have the elevator), pull it to the car, unload our stuff and we're on our way. At OKW, we park at our villa and lug the stuff upstairs. Usually there's just the two of us with one suitcase apiece, so we could probably just park and walk with our rolling suitcase. But what about if we wanted to take extended family, like our DS and all his family? DH really doesn't like valet parking, but would we be required to use bell services?

If you have enough items that you need a luggage cart then you need to use Bell Services because like Viking said no carts are available for the guests to use. At AKV, BWV and BLT the luggage was delivered really quickly. Like you we carried our items up to the villa at OKW.

If you have too much stuff to roll/carry up to your room on your own you either have to get bell services to take it up on a cart, or make more than one trip (with someone watching the luggage you need to go back for). You're not forced to use bell services as long as you can get your stuff to your room on your own, but as Viking said at DVC resorts they won't let guests use luggage carts (although they were just fine with me doing it last time I stayed at Pop Century).

On two occassions, one a VWL and once at the Sheraton Safari, what pissed me off most was the smug look the bellboys had on their faces when they assumed I'd just go ahead and use their services. Wrong !! I was however, very tempted to use them and then duplicate that same smug look when they put their hand out for a tip.

I guess I wasn't surprised about the lack of luggage carts because Disney labels the resorts as deluxe hotels. And I can't remember any deluxe hotel letting us use a luggage cart. But then Disney doesn't have luggage carts available at the moderates either.

At VGC last week we were stopped when we started walking towards a luggage cart. I was told I can't use it, but the bell hop will gladly load it for me. Like Simbasmom said, we're used to doing it ourselves at HHI.
My only concern, which proved to be unfounded, was that it would take a bit for them to roll the cart to our room after checking in. No worries it was there within minutes after calling.
Similarly, many hotels do not have a self park and you must use valet.

Yes and DS had real sticker shock at his hotel in LA that charged $40/day to valet park his rental.
The only reason that would make sense about the luggage carts is that with so many children at WDW, they could say they're afraid someone will allow their child to ride the cart, the child will fall and get injured, and the guest will sue Disney.
