I haven't sailed on Disney, but most cruise lines have their party no matter what unless high winds and lightning are involved. And the guests bring their own rain gear. Since you're heading to Alaska I would assume you are bring rain proof jackets.

Disney Cruise Question about Rain –

Does anyone know what the DCL does if it's raining during the Set Sail Party? Move it inside? Give out ponchos? We are setting sail from Seattle Monday, and they are calling for scattered showers.

It hasn't rained during any of our sail away parties. But I believe they move it to the Atrium Lobby if necessary. I'm sure they don't want all of the character costumes getting soaked.
