It is in Animal Kingdom, but it's not Kali River Rapids.

At a quick glance, my 1st thought was that it looked like a dragon head. Sharp teeth, a horn. This leads me to think of the section of AK that never got made, Beastly Kingdom. Is this in Camp Minnie-Mickey?

You can see it from the bridge in AK heading towards Camp Minnie and Mickey on the way to FotLK.

Yup. The bridge leading to Camp Minnie-Mickey is correct (although I would also accept Nick's answer). Next time you're in DAK, take a look for it.

And yes, it is a dragon, not a dinosaur. And it was supposed to be part of Beastly Kingdom.

I read some place that it also will breath fire is this still the case?

I've never seen it breath fire. Every time I've seen it, it has water coming out of the mouth.
